FORT PAYNE, Ala. - Tracy Lee Ray, Jr (30 of Sylvania) was arrested Thursday, January 4th, and charged with Abuse of Child Torture/Willful.  Ray is being held in DeKalb County Detention Center.  Bond awaiting to be set by Judge.  Due to the sensitivity of this case, this is all we can release at this time.
